Electronic Voting Worldwide: The State of the Art

All the electronic voting equipment ... a noteworthy achievement for global democracy. Indian experts argued that the process would enhance inclusion, which has traditionally been impeded by the high percentage of illiterate voters.... All the electronic voting equipment operates independently of both the internet and the electricity supply [55]. The Indian development and implementation of EVMs in elections is considered a noteworthy achievement for global democracy. Indian experts argued that the process would enhance inclusion, which has traditionally been impeded by the high percentage of illiterate voters.Electronic voting allows people to participate more easily in their country’s electoral events. Nevertheless, its adoption is still far from widespread. In this paper, we provide a detailed survey of the state of adoption worldwide and investigate which socio-economic factors may influence such an adoption. This paper aims to fill this gap by leveraging a newly assembled dataset covering all recognized countries and applying machine learning techniques to uncover empirical patterns and predictive determinants of electronic voting adoption. In doing so, we contribute to the literature by providing a global, data-driven perspective on the interplay between technological infrastructure, governance quality, and voting system modernization.A more recent study has been published on the different electronic voting technologies, with evidence from Estonia, Brazil, India, Namibia, and the USA [11]. Another review by Adekunle et al. examines the literature on electronic voting systems and focuses on the experiences of the Netherlands, USA, India, Switzerland, Estonia, Namibia, Brazil, and Nigeria [12]. As can be seen, no recent review has provided a global overview, but rather a few countries at best.

Data compiled by a Sweden-based organization that advocates for democracy globally found in an October 2024 report found that 34 countries or territories allow mail-in voting, which it refers to as “postal voting.” · The International Institute for Democracy and Electoral Assistance found that of the 34 countries or territories, 12 allow all voters to vote by mail and in 22 permit only some voters to vote this way.President Donald Trump vowed to take action against voting by mail, which he said makes the United States an outlier. In the United Kingdom, on-demand postal voting in Britain was part of a wider modernization in electoral administration in the early 2000s, according to a 2021 paper by United Kingdom researchers. Postal voting’s expansion was driven largely by a desire to increase turnout. Using data from the 2019 British Election Study, researchers found that older voters and people with disabilities were more likely to opt for postal voting’s convenience.White House spokesperson Harrison Fields did not address that question but said Trump wants to require voter ID and prevent “cheating through lax and incompetent voting laws in states like California and New York.” There is no evidence of widespread cheating in California and New York, two of the most populous states that consistently elect Democrats for president.

Analysis: Incumbents pay the price in year of global elections | CNN Politics

A year of global elections, in which nations with half the world’s population are casting votes is proving punishing for incumbents struggling with the painful economic aftermath of the Covid-19 pandemic and the scandals and exhaustion that afflict leaders who spend years in power. In Iran – even amid the highly restrictive circumstances of an election choreographed by the clerical autocracy, voters sprung a surprise and a hardliner lost. So far, this mass global exercise of political self-determination has done as much to highlight the growing threats to democracy, the rule of law and the rise of populist leaders as to enshrine the principle that people should choose their leaders. For leaders seeking reelection this year, there are sobering omens. Incumbency usually means vulnerability — as a landmark vote in South Africa demonstrated — and there is widespread angst in developed societies over cost-of-living crises.President Joe Biden, weakened by a disastrous debate performance that exacerbated voter concern about his age, is warning that a return to power by Trump — who tried to steal the 2020 election after losing it — poses an existential threat to the principle of government of the people, by the people and for the people across the globe.Sweeping gains by the far-right National Rally party of Marine Le Pen in the European elections prompted French President Emmanuel Macron to make a shock call for new legislative elections, as he pleaded with voters to neutralize the growing threat of extremism.

A bipartisan measure to undo Trump's global tariffs fails in the Senate

The vote ended in a tie, 49-49, with three Republicans — Rand Paul of Kentucky, Susan Collins of Maine and Lisa Murkowski of Alaska — joining all Democrats present in support of the resolution, which was designed to terminate the national emergency Trump declared to implement his global tariffs. A bipartisan measure that sought to undo the sweeping tariffs that President Donald Trump imposed on most countries earlier this month failed in the GOP-led Senate on Wednesday. The resolution to rein in Trump's tariff authority stalled on a 49-49 tie, with two senators missing the vote.Later Wednesday evening, the Senate voted 50-49 — with Vice President JD Vance casting the tiebreaking vote — to table a Democratic motion that would allow them to force another vote next week on the tariffs resolution.Even if it passed, the resolution most likely wouldn't have been taken up in the GOP-controlled House. Republicans there recently voted to add a hurdle for lawmakers seeking to quickly take up resolutions related to Trump's tariff authority.

International Internet Voting – Verified Voting

Australia has used Internet voting in several elections in New South Wales since 2011. An assessment of the NSW program noted that there was a significant problem with mis-recorded votes, where votes were recorded as an alphabetic letter rather than as the required digits. Other problems pertained to voter authentication, including a circumstance in which voters using truncated ID numbers (fewer digits than official ID numbers were required to have) were able to log in and vote.Using ID numbers was meant to anonymise the voters, but because the system failed to properly separate ID numbers from votes or voters, the New South Wales Electoral Commission was able to trace the votes to the voters using the incorrect ID numbers, completely contravening the country’s anonymity requirement.Finland explored the use of a kiosk-based online voting system, which was intended to offer increased protection against coercion, and reduce somewhat the risk of some forms of malware. Due to significant flaws in the system resulting in lost votes, Finland’s Supreme Administrative Court in 2009 annulled results of Finnish 2008 municipal election and called for a re-vote on a paper ballot system.France conducted an online primary in 2014, its first, using a system touted as secure, but journalists from the news site Metronews showed that it was easy to breach the allegedly strict security of the election and vote several times using different names, throwing the outcome into doubt.
